Major Projects Manager (Bury Town Centre) - £51,755 – £54,675

3 year fixed term contract (subject to extension)

Bury Council is embarking on the next phase of its visionary and ambitious programme of regeneration with once in a lifetime investment in the Borough to cement it as a destination of choice to both live, work and play in Greater Manchester. This vision is not conceptual, its real, its viable and it’s happening now.

Unlike some other areas in the UK, Bury benefits from being in a position to utilise current existing significant land and property assets, with the opportunity to transform vast areas and create new communities – instilling real economic and social change within a realistic and manageable timeframe. True regeneration sometimes feels unreachable and often whilst ideas are commended, delivery seems disjointed and unattainable.

However, for the Business Growth and Infrastructure team, delivery is everything and they are investing in this new role to help drive what is an exciting proposition for Bury Town Centre.

Having just appointed master planners to guide them through a major programme of development and with work already underway in partnership with Transport for Greater Manchester to develop a new interchange, this is a fantastic opportunity to be part of Bury’s journey.

The role

On behalf of the council, Badenoch + Clark is looking to appoint an experienced Senior Project Manager to play a leading role in delivering a single integrated plan, for the strategic redevelopment of Bury Town Centre.

This is a rare opportunity to work on a mix & range of sites and lead on unlocking the huge potential that is evident within the town centre. With a nationally renowned outdoor and indoor market; one of the largest of its kind, a strong cultural, artistic and historic identity is present, alongside access to modern leisure and retail, this is a unique chance to build upon what is already a strong foundation.

The council is now working on plans to bring forward the new modern day transport interchange, a comprehensive regeneration scheme around the wider markets area, a new public hub building, the development of the education estate and plans to increase the level of commercial space in the centre.

Working closely with institutional investors, developers, local residents and Bury Council Members this role will be directly responsible for driving forward the development programme.

Main Responsibilities:

· To manage and coordinate the projects and programmes of work that will help to deliver the ambitions of the Bury 2030 Strategy.

·  Act as lead for the Council on a portfolio of key capital projects, which will likely be geographically clustered & take ownership of the multi-year strategy to deliver the key projects

·  Provide professional support to other major capital projects being delivered in a particular place, these could be highways, schools, housing or other types of capital or infrastructure investment.

·  Work with potential commercial and private investors and strike deals where the objectives of the areas strategic regeneration plans can be met and a commercial case for land disposal exists.

·  Provide updates and information on the progress of key schemes to the newly created governance arrangements for your assigned place and provide input into the Council’s programme office.

·  Support on compiling briefings for the Chief Executive, Leader and wider service for all Greater Manchester meetings, reading all papers and holding regular briefing sessions. 

You will be responsible for maintaining excellent contractual relationships, implementing methodical project plans, utilising strict governance measures and managing the full life cycle of each project.  This will require skills in translating the council’s strategic proposals into development propositions.

You will lead in assembling a small professional team drawn from internal and external resources and will drive forward the implementation of proposals with secured investment.

Background & Skills required

We are looking for a leader with a background in regeneration, planning, property, land and estates. Candidates must be able to demonstrate knowledge and experience in property transactions or land acquisitions as well as the delivery of major regeneration schemes.

You will also lead on any public consultation, working closely with the external partners and local businesses to ensure engagement throughout the programme and therefore excellent stakeholder management and communication skills are a must.

A key factor in successfully appointing this role however, will be identifying candidates with the right attitude, mentality, energy, grit and determination.

The team is looking for tenacious project manager who is solutions focused, commercial, conscientious and has the ambition and drive to make a real impact and create positive change for Bury Town Centre.

The senior management team is open to considering a range of backgrounds provided candidates can demonstrate the core experience listed as well as an ability to work productively in a public sector environment whilst accelerating delivery. Bury Council also operates an agile working environment and can accommodate remote working as well as offering multiple additional workspaces across the Borough. Candidates must be prepared to travel to Bury part of the week, but they are open to discussing a flexible approach to this.
