Head of Building Control.
This is an exciting role that has developed within the newly formed Department for Business, Growth and Infrastructure, where the heart of what we do will be to deliver many large scale development proposals on many sites to take the Borough forward for the next decade.
A recently re-evaluated post, the role is 37 hours per week with a salary of Grade SM2 £51,755 - £54,675 (scp 48-50) plus matrix payment of £182.00 per month for out of hour’s standby.
Our busy Building Control Section covers a wide range of work from commercial town centre schemes to domestic developments. Bury has an extremely active development sector. Growth potential is boosted by its excellent M60/M66 access and the Metrolink trams to Manchester City Centre and many redevelopment sites to come forward within the Borough.
We are seeking a hardworking, ambitious and innovative Head of Service surveyor who possesses excellent communication skills and is able to lead a team of qualified staff in the delivery of a Building Control Service.
You would be able to demonstrate that you have a proven track record of effective leadership at a senior level in a Building Control Service with experience of representing organisations at regional, sub-regional or local settings.
You should be fully-qualified membership of a relevant professional institution (e.g. RICS or CABE). And will have had experience in management of a team and a proven track record of successful corporate and multi-disciplinary working.
As a Head of Service, you should be able to demonstrate an appreciation of public sector financial frameworks and budgetary information and show high levels of understanding of equal opportunities and a commitment to deliver an equitable service.
You will be able to demonstrate your knowledge and understanding of the legislation and technical documents which underpin the Building Regulations; your ability to solve problems pragmatically; experience of dealing with dangerous structures and effective management of staff and budgets. However, you should also have a strong-minded determination to introduce and deliver change where it is needed to improve performance. This will particularly be important in light of the incoming changes in relation to the Building Safety and the implications that this will bring. You should not only be alive to the issues involved but also ensure that the Council and its staff are in a position to be ready for this new legislative change and implementation.
Effective written and oral communication and presentation skills shall be critical for this post and you should be able to relate to a variety of people and audiences as you would be working with a range of clients from homeowners to large commercial / industrial developers who expect a prompt service and high quality advice to realise aspirations. It will be especially important to be able to demonstrate an ability to deal effectively with issues within a politically sensitive environment, and to relate concerns of the Elected Members.
You would ensure that there is and be part of the ‘out of hours’ rota, for responding to reports of dangerous structures 24/7. Being on the emergency rota attracts an additional payment.
We would require you to have a full and current driving licence with access to a car.
